In all three questionnaires, CCGs were asked to provide their annual budget for specialist palliative care services and their annual budget for other palliative care and end-of-life services for the financial year 2015–2016. All ‘budget per patient’ data are calculated using our population estimate of 0.75% of population, where ‘patient’ refers to a person with palliative care needs in the CCG population. ‘Usable data’ refers to a quantitative figure provided by the CCG which could be analysed using descriptive statistics, and did not represent the budget of more than one CCG area.
